My next problem comes in the form of an applaud to the United States Government also or better known as “The System.” It is no surprise that children who currently are or have been in the child-welfare system are at an increased risk of dropping out of school, suffering serious mental-health problems, going to juvenile detention or prison, and abusing drugs and alcohol. The news paper states that all this ultimately translate into a significant cost to American taxpayers. To an extent I agree, but I contest that the issue is deeper than that. Let me give you a few staggering statistics, 39.2 million, the estimated population of black residents in the United States, that is 13.4% of the total U.S. population. How is it that African Americans make up 47 percent of the population of inmates in Americas jails. This number is disproportionate to reflecting the population in general, but think of how jails have become privatized today. Jails now have become a very viable source for cheap labor where the inmates are paid 37cent an hour for the duties that they perform. Now think, this system of child-welfare is a good way to feed this entity. If you remember in the previous paragraph I mention that in a case study it was found that despite there being no differences (and this is key) in the rate of child abuse and neglect between races, black families are more frequently the subjects of abuse and neglect reports, and their children are removed from their homes more often. Now I’m not saying that everyone in the penal system is a victim of the child-welfare system but what I am saying that it (the child-welfare system) is one of the programs set in place to help feed this privately owned monster called the prison system. To bring this point home the paper makes reference to the quality of the placement of these children. There are numerous cases where children are placed in homes that where under investigation by Children Services for how they raised their own children. This does nothing but move the child from a bad situation to a bad situation, what good can ever come of that? But remember, the goal is to facilitate a means to feed a vicious system. So that child ends up not being great but being a statistic, not apart of the report from the U.S. Department of Education states that there are 1,950,905 black students enrolled in higher education in the United States, but apart of the U.S. Department of Justice Office of Justice Programs Bureau of Justice Statistics stating that there are an estimated 2,420,800 African Americans in jail. You do the math.

Let me tell you a true life story of how bass ackwards (a$$ backwards) this system we live in really is. This story is of a family I know very well, they live on the southern border of Tennessee in a town called Chattanooga. We will call this family for all intensive purposes the Mitch- Latti - Al -Jacks-John-Mors which is a combination of the last names of all the children they have helped. Well to start this family only has to biological children, one daughter that was not supposed to live past age 6 and if she did survive she was going to be severely mentally retarded. Well this little girl spent only 2 years in special education in her whole entire school career, she just graduated from high school last year and is now a full time student at Tennessee Temple University a private college on full scholarship. This family also raised a biological son that was a member of the National Honor Society and Beta Club, he graduated from high school with a 3.2 gpa, earned a B.A. degree in History from Morehouse College, and he is currently a candidate for his masters in education administration at The Ohio State University. This family has raised three God-children one boy and two girls, who came to be in their custody by way of a mother that had succumb to breast cancer and a father that was strung out on drugs. The youngest was the boy who had problems at first adjusting ended up having Hot Wheels create cars that he drew. The middle was a young girl that was in middle school and was reading on a college level. The third God-child graduated seconded in her class in high school as salutatorian and is in her senior year at the University of Tennessee Knoxville. There was also another God-child that was with this family for a short period but while this little boy was there he too excelled in school. Well the family wanted to adopt two more children and the state put them through hell. The state did all kinds of background checks, all kinds of home inspections, and a host of personal interviews. Now I don’t have a problem with this and in fact I think it is good but in the end of all this the state acted like they did not want to allow the family to adopt any kids, and this is with the state knowing about all the wonderful things that the other kids that the family had raised had done. Which brings us to now, this family has three foster children two of the little boys were found at the age of 4 and 6 in an abandon home. These two boys who are brother have made a complete 180 degree turn around in their lives and whish nothing more than to be like their big brother and it is all owed to this family. The third boy was also taken out of the system by this family, this young man was suspended from school a number of time due to his aggression but while in custody of the Mitch- Latti - Al -Jacks-John-Mors he has yet to be suspended. This is what was crazy to me, the Mitch- Latti- Al -Jacks-John-Mors had neighbors that also were interested in getting involved with foster care. Well to make a long story short the state did not probe and put this family through a lot of test and trials though they did not have a track record with kids nearly as good as the Mitch- Latti- Al -Jacks-John-Mors and what happened was some children were put I a very bad situation., and now one of the children are in jail and another is in and out of the juvenile detention center.
It is this aspect in which I am talking about, where the system drags its feet and tries to find as many flaws as possible to deny the family with stability and a good foundation custody of children abandoned and neglected. On the other hand, the system is quick to move when there is a chance that another family that is not so stable wants a child because it (the system) knows that the odds are greater for it to get some cheap labor in the end out of the deal.
